Problem with harness sizing

Ordered a small size according to RCPETS sizing chart. Way too small for our 12.5 lb. Norfok Terrier. Thanks to help from Chaar whom we ordered from we exchanged pictures with measurements of our old harness and ended up with an ExtraLarge and it fits perfectly. We had our old harness for about 3 years and it worked great until the velcro closers wore out.
